मुख्य सचिव ने ‘जन-जन की सरकार, जन-जन के द्वार’ अभियान को लेकर दिए दिशा-निर्देश..
मुख्य सचिव श्री आनन्द बर्द्धन ने आज सचिवालय में सभी जिलाधिकारियों के साथ वर्चुअल बैठक कर ‘जन-जन की सरकार, जन-जन के द्वार’ अभियान के प्रभावी क्रियान्वयन को लेकर दिशा-निर्देश दिए। उन्होंने कहा कि इस अभियान का मूल उद्देश्य राज्य के प्रत्येक नागरिक तक राज्य एवं केन्द्र सरकार की जनकल्याणकारी योजनाओं का लाभ पहुंचाना है।
मुख्य सचिव ने बताया कि 17 दिसम्बर से अगले 45 दिनों तक प्रदेश की प्रत्येक न्याय पंचायत में बहुद्देशीय कैम्प आयोजित किए जाएंगे, जिनके माध्यम से 23 विभागों की विभिन्न योजनाओं से प्रत्येक पात्र नागरिक को लाभान्वित किया जाएगा। इसके लिए प्रत्येक जनपद को न्याय पंचायतों की संख्या के अनुसार रोस्टर तैयार करने के निर्देश दिए गए हैं। अधिक न्याय पंचायतों वाले जनपदों में यह अभियान तब तक जारी रहेगा, जब तक सभी पात्र नागरिक योजनाओं से संतृप्त नहीं हो जाते।
उन्होंने कहा कि अधिकारियों की उपलब्धता को ध्यान में रखते हुए प्रत्येक सप्ताह 2 से 3 कार्यदिवसों में प्रत्येक तहसील की सभी न्याय पंचायतों को कवर किया जाए। कैम्प से पूर्व व्यापक प्रचार-प्रसार अनिवार्य रूप से किया जाए, ताकि पात्र लाभार्थी आवश्यक दस्तावेजों के साथ कैम्प में पहुंच सकें। इसके लिए सोशल मीडिया टूल्स का भी उपयोग करने के निर्देश दिए गए।
मुख्य सचिव ने यह भी कहा कि कैम्प लगने से 2-3 दिन पहले संबंधित न्याय पंचायत में आवेदन पत्र एवं योजनाओं की जानकारी उपलब्ध कराई जाए। कैम्प के बाद अधिकारियों द्वारा आसपास के गांवों का भ्रमण कर पात्र व्यक्तियों के आवेदन भरवाए जाएं, जिससे कोई भी पात्र नागरिक योजना के लाभ से वंचित न रहे।
उन्होंने बताया कि समाज कल्याण की पेंशन योजनाओं, प्रमाण पत्रों, महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना सहित 23 विभागों की योजनाओं का लाभ इन कैम्पों में दिया जाएगा। साथ ही राज्य एवं जनपद स्तरीय बैंकर्स समिति को भी ऋण योजनाओं के लिए कैम्प में शामिल किया जाएगा।
मुख्य सचिव ने प्रभारी सचिवों को अपने-अपने जनपदों में लगने वाले कैम्पों का औचक निरीक्षण करने, आमजन की शिकायतों का तत्काल निस्तारण सुनिश्चित करने और निरंतर मॉनिटरिंग के निर्देश दिए। उन्होंने कहा कि प्रत्येक सप्ताह आयोजित कैम्पों की प्रगति आख्या मुख्यमंत्री कार्यालय, मुख्य सचिव कार्यालय एवं सामान्य प्रशासन विभाग को भेजी जाए। सभी कैम्पों का डेटाबेस तैयार करने और डॉक्यूमेंटेशन के लिए एक ऐप विकसित करने के भी निर्देश दिए गए।
बैठक में प्रमुख सचिव श्री आर. मीनाक्षी सुन्दरम, सचिव श्री शैलेश बगौली, श्री दिलीप जावलकर, डॉ. पंकज कुमार पाण्डेय, श्री विनय शंकर पाण्डेय, श्री श्रीधर बाबू अद्यांकी, डॉ. वी. षणमुगम, श्री विनोद कुमार सुमन सहित अन्य वरिष्ठ अधिकारी उपस्थित रहे।
