मुख्यमंत्री कौशल उन्नयन एवं वैश्विक रोजगार योजना पर मुख्य सचिव की समीक्षा बैठक, विदेशी भाषा प्रशिक्षण पर जोर.
मुख्य सचिव श्री आनन्द बर्द्धन ने सोमवार को सचिवालय में मुख्यमंत्री कौशल उन्नयन एवं वैश्विक रोजगार योजना के संबंध में समीक्षा बैठक की। बैठक के दौरान उन्होंने दून विश्वविद्यालय एवं कुमाऊं विश्वविद्यालय के लैंग्वेज स्कूल को और अधिक मजबूत एवं प्रभावी बनाए जाने के निर्देश दिए।
मुख्य सचिव ने कहा कि प्रदेश के सरकारी नर्सिंग प्रशिक्षण कार्यक्रमों में विदेशी भाषा को अनिवार्य किए जाने अथवा इच्छुक प्रशिक्षणार्थियों को उनकी पसंद की विदेशी भाषा का प्रशिक्षण देने की संभावना पर गंभीरता से विचार किया जाए। इस दिशा में आवश्यक अन्वेषण करने के निर्देश भी दिए गए।
उन्होंने प्रदेशभर में स्थापित किए जा रहे पुस्तकालयों में भाषा लैब जोड़ने के निर्देश देते हुए कहा कि इससे छात्र ऑडियो-विजुअल माध्यमों एवं ऑनलाइन प्लेटफॉर्म के जरिए विदेशी भाषाएं सीख सकेंगे। उन्होंने कहा कि प्रशिक्षण प्राप्त कर रहे युवाओं को भाषा सीखने के लिए प्रेरित किया जाना आवश्यक है।
मुख्य सचिव ने विदेश रोजगार प्रकोष्ठ एवं तकनीकी शिक्षा विभाग को क्रेडिट आधारित विदेशी भाषा लर्निंग कार्यक्रम संचालित करने के निर्देश दिए, जिससे विभिन्न प्रकार के प्रशिक्षण ले रहे युवा विदेशी भाषा सीखने के लिए प्रोत्साहित हों।
उन्होंने जापान, जर्मनी और यूके के दूतावासों से संपर्क कर उनके सुझाव लेने, गुणवत्तापूर्ण भाषा प्रशिक्षण एजेंसियों को हायर करने तथा दूतावासों के माध्यम से सीधे विदेशी नियोक्ताओं से संपर्क स्थापित करने पर भी जोर दिया। इससे विदेशों में रोजगार के अवसर बढ़ेंगे।
मुख्य सचिव ने कहा कि विदेश रोजगार प्रकोष्ठ द्वारा प्राप्त जॉब लिस्ट और रिक्तियों की जानकारी प्रशिक्षित युवाओं को उपलब्ध कराई जाए तथा इसका व्यापक प्रचार-प्रसार कर अधिक से अधिक युवाओं को विदेश रोजगार से जोड़ा जाए।
उन्होंने स्पष्ट किया कि विदेश रोजगार के साथ-साथ आंतरिक रोजगार की दिशा में भी निरंतर प्रयास आवश्यक हैं तथा समय की मांग के अनुसार नए कौशल आधारित कोर्स शुरू किए जाने पर विशेष ध्यान दिया जाए।
बैठक में सचिव श्री सी. रविशंकर ने बताया कि विदेश रोजगार प्रकोष्ठ में अब तक 206 लोगों ने पंजीकरण कराया है, जिनमें से नवंबर 2025 तक 76 युवाओं को विदेश में रोजगार प्राप्त हो चुका है। नवाचार योजना के तहत राज्य के नर्सिंग कॉलेजों में 248 अभ्यर्थियों को जर्मन, 35 को जापानी, 62 को फ्रेंच, 11 को स्पेनिश और 185 अभ्यर्थियों को अंग्रेजी भाषा का प्रशिक्षण दिया जा रहा है।
इस अवसर पर सचिव श्री शैलेश बगौली, श्री रविनाथ रामन, डॉ. रंजीत कुमार सिन्हा, अपर सचिव श्री रोहित मीणा, श्री मनुज गोयल सहित अन्य वरिष्ठ अधिकारी उपस्थित रहे।
